Although powder and paper for cartridges were issued by the government to members of the militia, firearms were not. Ordinarily men were expected to supply their own. This paper itemizes those individuals who were issued firearms by "order of government." Deerfield's Col. Joseph Stebbins (1749-1816), was the officer in charge. The time period is during Shays' Rebellion, an uprising of tax-protesters, which began in 1786.
